There is no provision for the formation of an all party government in the new constitution and the situation is also not favourable for giving shape to a consensus government, so says Nepali Congress Senior Leader Sher Bahadur Deuba. He says the only possibility is to form a government in majority.

Deuba made the remark addressing a program in Kathmandu.

When asked if parties had earlier reached an agreement to handover charge of government to the second largest party in the CA, United Marxist Leninist after promulgating the new constitution, he said, “I am not aware if there exists such an agreement between the political parties.”

“The agreement might exist at the personal level but, it is not acceptable to the Nepali Congress.”

Whether his party will claim responsibility over the government he replied, “No decision on this matter has yet been taken by the party.”
