Power has shifted to Delhi, sovereignty to Beijing?
China is trying to get a loan through BRI in Nepal, which is hit by the burden of debt on Pokhara Airport and Bhairahawa Airport. If the development policy is adopted by taking additional loans from China, there is a discussion about the danger of Nepal becoming Sri Lanka.
Students studying Nepali language from China have increased. The number of security personnel disguised as tourists from China has also increased. Due to the increase in tourists from China, Chinese language training for Nepal Police and others has increased in collaboration with China Immersion Mandarin Academy (IMA) and East China University of Technology. Comrade Bishnupukar Shrestha, the Nepalese ambassador to China, and Wanchin, the counselor of the embassy, ??are arguing that it will be easier for the police to work.
China trains Nepal Police and Armed Police from time to time and makes them visit China.
China has built an armed police force training center in Kathmandu Matatirtha by giving 3.60 billion aid.
China's Sichuan Academy of Agricultural Science (SAAS) will train Nepalese farmers in the border villages of China from Chitwan, Pokhara to maize, sugarcane, ghat and animal husbandry. Narc director Dr. Dhruvraj Bhattarai and Saas Vice President Dr. A technology and skill development agreement has also been signed between Leo Yonghong.
Recently, under the pressure of China, Nepal has agreed to cooperate in the jurisdiction. This agreement was reached after Chief Justice Vishwambhar Prasad Shrestha went to Beijing and met with President of the Supreme People's Court of the People's Republic of China Zhang Jun after participating in the "First China (Kashgar) - Central Asia and South Asia Legal Forum" in Kashgar, Xinjiang. Exchange of knowledge, experience and best practices between Nepal and China is said.
The officers of the armed forces who reach the armed training academy built by China proudly say - helipad, swimming pool, football field, target area, sound-controlled meeting room, large hall and luxurious building, such facilities are not often seen in government buildings of poor countries like Nepal. This building was built by China with a grant of 350 million dollars.
An official said that China built this building because it played an important role in preventing Tibetan refugees from entering Nepal. All the materials except bricks and cement were brought from China to build this building. Even the Nepal Police does not have such a good building as the armed forces formed in 2058.
Journalist Yuvraj Ghimire says – Nepal Police Academy, Hulaki Marg, Pancheshwar Project said that India will build it, but it did not. India is losing faith. China is happy to expand its presence in Nepal, which is connected to Tibet, even though its relations with India have deteriorated. From hydro to cement, from market to government to parliament, Chinese influence is visible everywhere. Chinese tourists have increased, India's monopoly is breaking. Chinese language schools have increased. More young people have gone to study in China than in India. Communication, employees, leaders, activists are visiting China every year.
China has increased its subsidies. It is encouraging to take loans for development under BRI. China's share of foreign investment in Nepal has reached 70 percent. The second, third and fourth countries include India, America and Japan.
In particular, there is an increase in the number of security agency officials going to China for short and long training. It is an unprecedented attractive strategy like the spider web of China. This strategy has increased the comfort of China. There is a growing concern for India, because Nepal is the intermediate country of the long border.
It seems that China has adopted a policy of giving bigger plans to Nepal. If that happens, the geopolitical tension and trend may increase not only for Nepal, but also for the United States. It is to be remembered that after the end of the civil war, China acquired the Hammantota port by investing heavily in Sri Lanka, and is expanding the Gwadar Corridor in Pakistan and the port in the Arabian Sea. This could be China's naval base. Many islands in the Maldives have been purchased. A port is being built. Chinese military forces have also arrived.
After the end of Nepal's cave war in 2063, China's activity has increased. After the MCC was passed by the parliament, it has increased even more.
Nepal's Prachanda government after Oli has said that it will expand the options to reduce the distance with China. His opinion that one country cannot be filled, both are equal is heard from time to time. It conveys the message of China's significant participation in Nepal's economy in the coming days.
It can be understood that Nepal's strategic land has started to fall due to the balanced relationship between Nepal's open border with India and China's economic help. Understanding this, India has not yet welcomed the Constitution of Nepal. In 2045, India imposed a blockade on the pretext of buying arms from China. China provided underground facilities, 1.3 million liters of petrol, China continued to help. At present, relations with India are good. Although India succeeded in dividing the Communists, it seems that it is helping Prachanda's government to form and run it for selfish reasons.
Prachanda, who was dismissed as Prime Minister the first time because of India, succeeded to become the Prime Minister for the second time and this third time because of India. Maoist Prachanda is being used as a weapon by India. India is showing strategic ingenuity in the formulation of citizenship and other interventionist policies and China.
China has two interests - Tibet and trade. China is trying to expand the railway service in South Asia for trade. However, India has not agreed to China's BRI. Economist says - China does not stake relations with India for Nepal. Nepal should be able to understand China's strategy and diplomatic objectives.
Railways, three roads and an 80 km Nepal-Tibet power transmission line are China's priorities under BRI. Since Nepal is falling into economic crisis, it is natural for Nepal to look towards China. India's control over Sri Lanka was broken due to China's debt, China became dependent on it. The Indian Ocean has become China's military base. China is trying to penetrate BRI in Nepal with the same strategy. If Nepal makes a mistake, there is a danger that the geopolitics of the Himalayan region will change.
Pokhara airport worth 140 million dollars was built by China for 21.6 million dollars, Nepal has not been able to pay the interest. Nepal has also fallen into a debt trap in hydro and Bhairawa Airport construction.
By hastily deciding whether to face the debt crisis or proceed with subsidies, Nepal is standing in a quandary. There are also experts who say that because Nepal has easy relations with the West, there is no situation for China to move on one side.
Pram Prachanda, who went to New York to participate in the United Nations General Assembly on August 30-October 4, went to China from there. He returned from Hangzhou to Beijing from the 6th to the 13th.
In America, he met with representatives of various countries including the President of the United States, the Secretary General of the United Nations. Climate change, sustainable development goals, Nepal's peace process, peacekeeping forces, further strengthening of cooperation between Nepal and the United Nations were discussed. The Secretary General of the United Nations was invited to Nepal, the Secretary General has already visited Nepal. Nepal also promised to help to complete the peace process.
Prime Minister Prachanda, who participated in the opening ceremony of the 19th Asian Games in Hangzhou, China on October 6, also held bilateral meetings with Chinese President Xi Jinping and his counterpart Li Qiang. During the meeting, the Prime Minister asked for assistance in road, energy and communication network plans. He also visited Lhasa, which has a border with Nepal. Increasing cooperation with China in digital economy, cooperation in green and low carbon development, implementation of Sizali High School project, cooperation in the field of agriculture, animal husbandry and fisheries, formation of a joint technical working group for review and modification of Nepal-China trade and payment agreement, for export of plants needed to produce Chinese medicine. Necessary testing protocols etc. have been agreed upon. Hilsa Simikot road project has also been agreed. To provide technical support for the National Emergency Operations Center in Nepal, to support the operation and maintenance of the Earthquake Monitoring Network, to exchange knowledge and information related to earthquakes, to provide technical training on disaster prevention and mitigation, to jointly inspect the Nepal-China border. Prime Minister Prachanda discussed with Chinese officials about the implementation of the border management system.
There has been a discussion about China declaring 2025 as the year to visit Nepal. The ruling party says that this visit is trade diplomacy, the essence of Prachanda diplomacy. Critics are analyzing Nepal in the maze of geopolitics by giving less importance to China.
Communists like Prachanda are seen as meaningful to visit the Hindu and Buddhist faith Mount Kailash and Mansarovar. China has agreed to open the Kailash and Mansarovar tour route from Nepal's Humla district.
Seeing China's courage after Pram Prachanda's visit to China, it seems that Prachanda has tried his best to convince China. -RK
