'If it happens, we will come.'

२७ सोमबार , असार २०७९२ बर्ष अगाडि

An eight member delegation led by Liu Jianchao, head of the Foreign department of the Communist Party of China -CPC, arrived in Nepal on July 10 for a four–day visit.  He has met President Vidyadevi Bhandari, Prime Minister Sher Bahadur Deuba, CPN–UML Chairman KP Oli, CPN -Maoist Central Chairman Pushpa Kamal Dahal Prachanda, CPN–S Chairman Madhav Kumar Nepal, Speaker Agni Prasad Sapkota and Madhesi party leaders on issues of mutual interest.

This is Lius first foreign trip as head of the State Department in the first week.  Having the first zoom meeting with Prachanda and Oli, starting his foreign tour from Nepal, shows how much importance the CPC has given to Nepal.

It was not immediately clear at whose invitation he visited.

When the MCC controversy erupted, China was embroiled in controversy.  After China made a big effort to not participate in the SPP, by force Nepal decided not to participate immediately, It was noticed. The decision was welcomed by China.  While the Prime Minister is doing his homework to visit the United States, it is being analyzed that the visit of the CPC Foreign Secretary to Nepal is to prevent Nepal from going to US camp.

Federal elections are being held in Nepal.  Liu's plan is to maintain communist unity in this election in any way, or to increase the power of the communists by forming alliances.

Chinese experts say Chief of Army Staff Prabhuram Sharma should return to the United States from July 27–June 1 to attend the Prime Minister's visit to the United States–State Partnership Program.

They have argued that a decision has to be taken on the geopolitical proposal of participating in the status of force agreement and considering it as a mutual defense treaty.  It is a misinformation that the truth is not clear.  The SOFA agreement includes Japan, South Korea, the Bahamas, Guatemala, Rwanda, the Netherlands, etc., while the Asia–Pacific countries, including South Korea and the Philippines, are members of the Mutual Defense Treaty.

Hiranya Lal Shrestha, a Chinese expert, says that China has also been forced to become active after India and the United States became active beyond diplomatic limits.  China is angry that the US Deputy Secretary of State Uzra Zeya has met with the Dalai Lama to visit Nepal's Tibetan refugees.  The Chinese Foreign Minister's visit to Nepal is aimed at expressing China's security interest, easing the escalating conflict and taking assurances that Nepali land will not be used against China.

In September 2006, Madan Regmi, Dr. Upendra Gautam, Dr. Vinayak Bhadra, Dr. Saroj Dhital, Krishna Silwal, P.D.  The Nepal–China Study Center opened by Ballabh Mani Dahal, Chakradas Rajbhandari, Tamla Ukyav, Govind Bhatt, Sundernath Bhattarai, Prof. Bishweshwar Man Shrestha and Prof. Ganga Prasad Upreti was approved by the Ministry of Home Affairs on May 11, 1999.  That organization has spread to the Terai.

Madan Regmi, an active leader of this organization, writes, 'I quote Nehru here. We should not bring trains from both China and India into Nepal. We should be clear about this. We run our own trains within our country.'  It is not difficult for India to bring trains to Kathmandu.  First we bring the train for what?  To bring Nepal to pieces.  It is not necessary for us to bring trains to facilitate trade between India and China. The agreement to bring Indian trains by keeping the border open is to tell India to eat Nepal.  In that case, China would also step in and come as far as it could for its strategic security.  Understand that the United States is a strategic competitor to China.  In any case, the country must be saved from conflict.  If there is a conflict between China and the US in Nepal, it will have an adverse effect on India as well. That is a matter of concern for India. We have to worry about our country. Aggressive US policy in Nepal is a big threat to us  Yes.  The Government of Nepal and the Nepal Army must remain non–aligned to protect Nepal from impending danger.

I read the article written by Arvind Rimal again and again.  Che Guevara is still a source of inspiration for people around the world who have been exploited by imperialist and expansionist countries.

The topic of China's interest was the 'independent Tibet' activity on Nepalese soil over national security.  Is  Similarly, on October 5, 1962, on the first anniversary of the China–Nepal border agreement, Chinese Foreign Minister Marshall Chen Yi said at a luncheon, 'If any country makes a foolish attempt to attack Nepal, China will stand by the Nepalese people.'  We can easily feel that China stands by that commitment.

China has long held the view that Nepal should have equal relations with both its neighbors, China and India, and that Nepal should remain non–aligned and should not join any military alliance.  There is no doubt that China's Nepal policy is in Nepal's interest. No other country seems to have the will and ability to invest in Nepal's development.  China, the world's second–largest economy, has enough capital to subsidize and invest, but we should not be greedy for subsidies.  If we could not get Chinese investment for self–sufficient industries and other much needed projects in the country, we would not be able to get any other country to invest heavily in Nepal.  India, which has a trillion–dollar economy, and the Western countries, including the United States, which is suffering from recession and inflation, may donate 50–55 billion US dollars today for their own strategic interests, but they do not have the capacity to invest 10 billion US dollars in Nepal.  However, the government of Nepal wants not only Chinese investment but also Chinese companies not to get any work from Nepal's projects.  However, building a tunnel is not without Chinese technology.  But in recent times, relations between China and India have been improving.  They are also moving towards removing the stalemate at the border soon.  Good relations between China and India are essential for South Asia.

The Government of Nepal and the Nepal Army have been trying to impose the US Embassy in Nepal rather than not accepting the US State Partnership Program  Neither now nor later.  It is highly reprehensible for a superpower to treat a weak nation in this manner.  The military also said that emergency and other cooperation between the United States and Nepal would continue.

What the Americans are saying now is that there is no need for their National Guard to come to an agreement and they have claimed that they have been able to do that.  Probably after the approval of 2019, their guards -army have reached different parts of Nepal.  The Government of Nepal had to provide detailed information in this regard.  How many American guards are working in Nepal?

Interestingly, the United States, which has shown hostility towards China, is also moving towards reconciliation with China.  In this connection, on June 15, there was a long talk between China's top foreign official and US National Security Adviser Jack Sullivan.  Both sides have expressed commitment to keep the door of talks open.  In the Sangrila dialogue in Singapore, both the US Secretary of Defense and the Chinese Secretary of Defense have used Outraged words, paving the way for talks.  The United States is expected to withdraw its tax increase on imports from China by November.

Now, Sher Bahadur Deuba, who has served India and the United States as Prime Minister five times, is not alone.  PM Deuba's wife Dr.  Arju Deuba was even more needed.  Dr.  When Arju 'Rakhi' a BJP leader looking after India's foreign affairs, Nepal's foreign policy changed.  It seems that the government is trying to make China non–existent in Nepal.  In order to avoid any kind of Chinese investment, they have been removing projects from Chinese companies.  'Unfortunately again, Nepal has emptied its convenient ground for India to play many games.'  Today, the Chinese are again experiencing insecurity on Nepal's soil.  This is what I -the delegation from the China Studies Center_ said to me in 2002 by Wang Yi, China's Deputy Foreign Minister for Asia and the current Foreign Minister.  In another meeting with him, I had raised the issue of Nepal's security.  At the same time, when I told other Chinese friends that Nepal was becoming insecure, they said, 'If it happens, we will come.'  ... The Deuba government has irritated China a lot with foreign powers, but it must understand that China is not only an economic superpower but also a good neighbor.  Earlier this year, Chinese President Xi Jinping inspected various settlements along the Tibetan border with Nepal.  This shows how sensitive China is to the border between the two countries.  However, at a conference in Vladivostok, Slovakia, on June 3, Indian Foreign Minister Jaishankar made it clear that India would not be guided by the West and would resolve its foreign policy problems on its own.  Jayasankar's remarks came in response to pressure from Westerners attending the conference on India's relations with Russia.  As a member of the IPS, US dominance over Nepal may be greater than India's.  The consequences can be devastating.

The long–awaited US policy towards China was given a long speech by the same country's secretary of the state.  He said engagement with China would be investment and competitive.  He has made Quad and Aukus to ban China.  ... In summary, his remarks indicate that the United States is less aggressive towards China and that it needs to side with China.  The recent meeting of the QUAD and the subsequent Indo–Pacific Economic Framework Conference in Japan did not involve any US intervention in China.  He said China and the United States would play a key role in economic affairs and co–operate on climate change, COVID and other issues.  ... Some Chinese newspapers have suggested that the United States has been more lenient with China.  Some say Biden is working to undermine the one–China policy.  ... However, the Chinese side seems to be addicted to saying that it cannot trust the United States.

The visit of CPC Foreign department Chief Liu Jianchao to Nepal has raised the spirits of Nepali leftists.  Leftists say the conflict in the West is moving eastward. It is clear from Liu's visit that the CPC has given first priority to Nepal.  Despite holding multilateral meetings with all parties, Liu has tried to unite the UML and the Maoists.  China never says oppose India.  The border with India is longer than Nepal's.  The unipolar world has become multi–polar during the Cold War.  Major actors are India, China, China has a trade war.  Even if there is a border problem like laddkha, Galwan, China has given trade importance to prevent India from going to the US camp.

China and India are emerging powers in the world.  Cooperation between the two has increased.  India is the largest borrower of China's BRI.  China's introduction of railways is not for the small market of Nepal, but for the markets of India and Asia.  That is why China has said – it is the gateway to South Asia.  China will not allow India to go to the US camp.  Both are neutral on Ukraine-Russia war.  China and India are cooperating in Covid, Climate Change, Food Crisis.  India will not fight with China if the US raises it.  Nepal has admitted the mistake and sent the sports minister on a visit to Russia.  It has tried to coordinate oil with Russia.  In 1962, Chao called India 'Double Aligned', not 'Non–Aligned.'

According to another Chinese expert, it has been seven years since China sent goods from Indian sea ports by closing the ports with Nepal.  Right to supply from Indian port to Nepal and other South Asian countries.  The truth is that China will not leave Nepal behind India's big market.  On May 15, 2015, China signed an agreement to increase trade with India from Lipulek, Nepal.  This was the oppression of both on Nepal.
China's interest in Nepal is only in security.  China has carried its national interest. Liu's visit is to prevent anti–China activities in Nepal.  It is to hear the commitment of one–China policy from Nepal.  China has suggested that its neighbors cannot be changed.  Let's move forward bilaterally, it can be unfortunate to go against someone in a multilateral alliance.

That is, Liu has reminded Beware. He have said not to leave Panchsheel(Five Principles of Peaceful Coexistence).  They have come to make sure that Nepal does not join the US alliance.  Since left unity will serve China's interests, they have also made efforts to unite the left.  Maoist leader Prachanda has also said that there is no alternative to left unity.
