N. P. Upadhyaya -
India benefitted in the 1950s, 1990s and 2006 from the Nepali instability which was the creation of the RAW spy agency together with its trusted and tested agents in Nepal. It was a collaboration in fact.
As and when Nepal plunges into political disorder, India manufactures the problem, instigates both the warring sides to fight, financially helps the conflicting ones back in the neighborhood and then at the end devises a planned scheme to patch up the differences between the warring sides and benefits from such an arbitration. India thus is a curse for Nepal which has been coined as “India’s neighborhood first policy”.
The last political upheaval fresh in our minds came to an end through India drafted so-called “Delhi’s 12 point agreement” which did away with Nepal’s Royal Institution and allowed “declared Delhi protected Nepali terrorists” to capture power in Nepal with the tacit support of its own trusted and tested paid men in Nepal — the seven parties summoned to Delhi then.
Thus India creates the problem, makes the political parties or a faction to go on war with the other equally competent political entity and then at the end of the game intervenes into the political milieu as a “peacemaker” to which it is not.
India is the main destabilizer of peace and tranquillity in the entire South Asian countries that unfortunately border with India.
The Indian spy agency RAW has been pumping in money to both the warring communists in Nepal that is to the thug communists with Prachanda-Madhav duo and the Oli communists with the hope that whosoever wins the ongoing fight-to finish-battle is India’s man.
Undeniably, Pushpa Kamal Dahal who was in Delhi as the Indian government’s guest for well over a decade or so is once again hitting the streets together with one more hundred percent Indo-pendent Nepali leader Madhav Kumar Nepal.
To recall, Nepal has the single “distinction” to have enjoyed the prime ministership when he got badly defeated in the parliamentary elections.
India elevated Nepal to the post of Nepali prime minister proving that Nepal is an Indian protectorate or for that matter an Indian province like Bihar.
The July 31, 1950 Treaty of peace and friendship with India allows India to view and perceive Nepal as a junior, inferior and broken partner. The fact is that the 1950 Treaty with India neither allows peace to prevail in Nepal nor Nepal can have “friendship” with India on an equal footing ever. Thus the Treaty with India is more like an appendage to Nepal.
Wisdom would demand that such a good-for-nothing bilateral treaty with such a scoundrel and an ungrateful neighbor be made null and void at the earliest and the “borders” that have been “deliberately kept open by Indian prime minister Jawaharlal Nehru must be fenced or closed for all time to come.
To recall, the final report of the Nepal-India joint Eminent Persons Group (EPG) which was entrusted with the job of finding ways and means to “ease” the bilateral ties with India has been shelved in the Hindutva gang leader Prime Minister Modi’s drawers.
Why Modi shelved the RPG report? Simply because the EPG members, (mostly India loving personalities from Nepal) had advised India to update the Treaty in the already changed world context.
Highly placed sources authentically claim that the Nepalese Ambassador to Delhi Nilambar Acharya, a member of the EPG team, is the choice of Indian PM Modi. However, this remains yet unsubstantiated.
India prevails:
The day when late King Tribhuvan fled to Delhi in the early 1950s, India began twisting the Nepali arms and “we the people” were given the impression that India managed to restore democracy in Nepal. It was an illusion in that India made the King strong in the fifties to extract political benefits that continue even as of today.
The influx of Indian nationals to Nepal to earn money was made easier by the open border mechanism which is what Nehru wanted. The Indian state is draining $8 billion annually from Nepal, say the statistics.
India solidifies in Nepal:
In the 1990s too, India had differences with sitting King Birendra on questions of national integrity and sovereignty. King Birendra wanted to assert Nepal’s sovereignty which annoyed Indian PM Rajiv Gandhi to a greater extent who then ordered Nepali leaders to “agitate” against the King and also sent some Indian political hooligans including S. Subramanian Swamy and Chandra Shekhar, to Nepal. These anti-Nepal leaders landed in Kathmandu and threatened the King to step down from active to a constitutional monarch.
The King under tremendous pressure from the Indian nationals and Indian agents in Nepal announced the demise of the Panchayat system together with the birth of a democratic system that multiplied the Indian control of Nepali body politic.
It was this time (after the 1990 political change) when India tried to dismantle the Nepal Army institution through its “agents” in Nepal as mentioned in our last article but failed due to King’s intervention.
The 1990 change brought the real India bend-confidante(s) in politics who in series “sold” all the State enterprises and factories that had been driving Nepal towards industrialization.
And this “serve India” campaign was led by prime minister Girija Prasad Koirala whose “secret” intimacy with the Indian establishment later did away with Nepal’s monarchy almost forever?
late Koirala was the leader who damaged the country and made Nepal India-dependent. He served India more than Nepal. The 1990 India instigated political change in Nepal consolidated Indian interests in Nepal almost permanently with Koirala being the point man of India.
The 2006 change:
The 2006 political change in Nepal was for a “calculated” purpose and that being the dismantling of Nepal’s Royal institution. The idea was to discredit the Royal Institution and then to capture entire management and political affairs in Nepal through India trusted men much similar to Lendhup Dorje of independent Sikkim. Koirala and Maoist leaders sheltered in Delhi were brought to effective use which at the end of the India sponsored agitation made the sitting monarch to enter into the nearby jungle and India trained and indoctrinated (RAW and Nepal hater Professor SD Muni remained instrumental in training the Nepalese Maoists leaders).
India took over the total and complete control of the domestic politics which is what stands today.
PM Oli draws strength from the Delhi establishment from the time of the Mahakali River Treaty signed in the mid-nineties.
The grand design:
The Indian design is to make dysfunctional the entire Constitutional organs of the Nepali State.
With the monarchy sidelined, the Indian attack now is on the independent judiciary and the democratic system if it is. The manner judiciary and the system is being made the target these days by the aristocratic communists trained and commanded by the Indian regime speaks of the mal-intent of the regional destabilizer that India is.
The Nepal Army then could be the prime target for which Indian machinations are presumed to be already in action. However, the Nepal Army institution being alert and alarmed on such unexpected eventualities, the Indian design so far has not been able to “deeply” penetrate into the “lungs and heart” of the Nepali army.
The Indian regime is yet trying hard to impress upon Nepal Army institution by keeping the meaningless so-called tradition of awarding Honorary General decoration to the Indian Army chief.
This tradition is harmful in that as the rumors say, the Indian regime rewards the retired Nepal Army chiefs with some lofty “facilities” which may be harmful to Nepal’s core security interests.
The present design:
India wants to cash the current “heightened” political tussle between the two indo-pendent communists each lead by PM Oli and by the Dahal-Nepal duo.
India prefers to escalate the tussle to a point wherein it can jump into the fray in the name of “arbitration or say some sort of mediation” much similar to what the previous 12 point agreement means for Nepal.
In the process, the Delhi’s man in Nepal Prachanda first visited Delhi and Bombay (Mumbai) and held talks with Nepal hater Shyam Saran and convinced the latter to intervene in present Nepal’s political mess which favored Prachanda-Nepal duo crusade against PM Oli. Shyam Saran is learnt to have assured Prachanda that the Parliament shall be restored.
After Prachanda’s Delhi trip, Mahanta Thakur and Comrade JN Khanal (the snake charmer) went to seek Delhi’s blessings so that they could tame aggressive PM Oli.
And now Delhi’s most intimate man and a close confidante Dr B. R. Bhattarai is in Delhi apparently to meet his “mentors” who taught him a lesson on “damage Nepal” which he practised during his “people’s war” while residing in Delhi as the Indian government’s guest.
This time Bhattarai will perhaps attune himself with the deposed King Gyanendra “in the name of the nation”. A clear shift in Anti-King Bhattarai to pro-King Bhattarai. If it is in the name of the nation then it is good or else Dr Bhattarai is a political person who can’t be trusted for multiple reasons.
Bhattarai’s political shift vis-à-vis the King which he made in the recent days could be linked to the Tripura Chief Minister Biplav Dev’s authentic claim that Indian Home Minister Amit Sah wants now BJP’s rule in Nepal and Sri Lanka?
If yes then Bhattarai’s sudden eruption of love for King Gyanendra and Amit Sah’s extension of BJP rule in Nepal would mean that India under Hindutva gang leader PM Modi is all set to restore a Hindu State.
Is so then the question arises as to whether King Gyanendra who too is shortly visiting Delhi will be told by Indian high authorities to “take over the charge of Nepal”?
If not then why King Gyanendra is visiting Delhi this time when the obtaining political situation demands that he remains inside Nepal. This is a mystery indeed.
RAW meets Nepali leaders:
Netra Bikram Chand now prefers talks with PM Oli. What does Delhi want to signal?
Secondly, Sunday, February 21: Whom the RAW Nepal Chief met at the Everest Hotel from 1.45 PM to 5.45 PM? Were they Madhav and Prachanda? Or someone other than these two communist veterans? So what RAW plans for PM Oli?
What the RAW Plans now? Surely, all the roads now lead to Delhi. Is Nepal a sovereign country then as we proudly claim? The debate is open. That’s all.
